Integrated Development Plan (IDP)

Purpose

The purpose of Integrated Development Planning is faster and more appropriate delivery of services and providing a framework for economic and social development in a municipality. A range of links exist between Integrated Development Planning and it’s developmental outcomes, which have great relevance, in particular in a context of financial crisis of municipalities, urgency of service delivery, and employment generation. Integrated Development Planning can contribute towards eradicating the development legacy of the past, making the notion of developmental Local Government work and fostering co-operative governance.

The Department of Provincial and Local Government’s IDP Guidelines summarised the purpose of the Integrated Development Planning Process as follows:
  • Eradicating the development legacy of the past
    • A mechanism to restructure our cities, towns and rural areas
    • A mechanism to promote social equality
    • A weapon in the fight against poverty
    • A catalyst in the creation of wealth
  • Making the notion of developmental Local Government work
    • A device to improve the quality of people’s life’s through the formulation of integrated and sustainable projects and programmes
    • Lay the foundation for community building
    • A strategic framework that facilitates improved municipal governance
    • An agent of Local Government transformation
    • A channel for attracting investment
    • An instrument to ensure more effective and efficient resource allocation and utilisation
    • A vehicle to fast-track delivery
    • A barometer for political accountability and a yardstick for municipal performance
  • Fostering co-operative governance
    • A mechanism for alignment and co-ordination between spheres of Government
    • A mechanism for alignment and co-ordination within spheres of Government
Review Process

In terms of Section 34 of the Municipal Systems Act, 2002, it requires all municipalities to prepare annual review of the integrated development planning which allows for essential amendments to the plan. The amendments should be in accordance with an assessment of the IDP’s performance measures in terms of section 41, and to such an extent that changing circumstances demand.

Gert Sibande District Municipality with its local municipalities focuses on the following areas during the IDP Review process:
  • Progress on implementation of projects and programmes was considered
  • The shortfalls in respect if IDP’s:
    • Areas requiring additional attention in terms of legislative requirements
    • Areas identified through self assessment;
  • Vision and mission, priorities, objectives, strategies in respect of all municipalities within the district where necessary;
  • Alignment of the IDP’s in line with Key Performance Areas (KPA’s) and Key Performance Indicators (KPI’s) with the South African Excellence Foundation (SAEF) Performance Management System (PMS) model, as adopted by Gert Sibande District Municipality;
  • The update of the 5-year Financial Plan as well as the list of projects / programmes;
  • Human Resource Development
  • Community / Public Participation
  • Disaster Management of Sector Plans; and
  • Environmental Management Plans.
The district municipality, with the assistance of the PIMS Centre, will coordinate all the planned programmes, projects and budgets for 2004/2005 financial year for alignment purposes. In cases where funds have not been budgeted for by the Municipality or Government Departments, these plans will not be initiated. This will be addressed in two ways during the IDP review process, namely:-
  • Funds must be made available for Sector Plans to be initiated and integrated into the ISP Review.
  • Where there is inadequate funding for Sector plans, business will be prepared, which indicate the approximate costs associated with the plans. These plans will sequentially be budgeted for by the affected department and included into the forthcoming IDP Reviews.
In order to give effect to the above mentioned Urban Dynamics (Mpumalanga) Inc. was appointed to compile the Gert Sibande District Municipality Integrated Development Plan Revision Document for this financial year in consultation with the other 7 local authorities who fall under the auspices of the said district municipality.
