The Oosvaal Regional Services Council was established on the 23 November 1987 consisting of two employees only; the Chairman and Chief Executive Officer and was initially seated at Bethal. The Regional Services Council's area of jurisdiction covered 34 400 Km².Because of the size and expansion of the area,a decentralised management system was used and the area was divided into eight sub-regions that are smaller geographical areas centered around relatively larger towns which serve as "Guardian towns".
A very important role which the Regional Services Council played, was to alleviate circumstances for local authorities by funding projects.Examples of these were the provision of sewage vacuum tanks or the building of oxidation ponds
The democratisation on local government level was a direct result of the successful general elections on 27 April 1994. The last council meeting of the previous dispensation was held in November 1994 whereafter the local councils and local authorities were systematically dissolved and replaced with transitional local councils and local government co-ordinating committees for the pre-interim phase
On 1 November 1995 the local government elections were held and the name of the Eastvaal Regional Services Council was changed to the Eastvaal District Council. This completed the democratisation process which started with the elections of April 1994 for National and Provincial legislatures
The newly elected council consisted of 48 Councillors who were nominated by the participating Transitional Local Councils and Transitional Representative Councils in Eastvaal region to serve on the District Council.A new Executive Committee consisting of 7 Councillors was elected by the new Council at their first meeting on 14 February 1994
During 1996 significant changes in the legislative framework of local government took place with the promulgation of the Local Government Transition Act Second Amendment Act 97 of 1996.Some of the changes were:
From July 1997 the chairperson of the Council was elected. The name changed officially from Eastvaal District Council to Gert Sibande District Municipality on the 15th October 2004. |
