Current Services Being Delivered
The GSDM Water Quality Laboratory was informed by the need to improve water quality in the District. This lab is expected to guarantee safe drinking water to over a million residents of the District.

Access to Information
The GSDM recognizes the right of access to information as enshrined in the Constitution. The Promotion of Access to Information Act, gives effect to the right of access to any information that is required for the protection of any rights.
The Municipality at Work
The Gert Sibande District Municipality is constantly working hard to improve service delivery.
The GSDM Water Quality Laboratory was informed by the need to improve water quality in the District. This lab is expected to guarantee safe drinking water to over a million residents of the District. The Lab has been constructed in the centre of the District geographically, to ensure easy access. The Lab will ensure the water quality is according to the provisions in Section 9(1) of the Water Services Act No. 108 of 1997. The construction of this Laboratory has been included in the adopted District IDP.
From 2004 in line with the National Health Act (No 61 of 2003) the Mpumalanga Province delegated the function of Municipal Health Services to District Municipalities. The District had to take over this function from Local Municipalities in terms of Section 32(10) of this act. For the purpose of this Act “Municipal Health Services” are defined as follows:Food Control/Water Monitoring
Waste Management & General Hygiene Monitoring
Surveillance & Prevention of Communicable Diseases
Environmental pollution Control / Environmental
Pollution control [air ,water, soil]
Vector Control Monitoring / Disposal of the Dead
Chemical Safety /Noise Control
Malaria Control/Control and Monitoring of hazardous substances
Port Health / Radiation Monitoring and Control
Section 11(3) of the Water Services Act clearly imposes on water services authorities an obligation to co-operate with other authorities on a regional basis.Section 83(3) of the Local Government: Municipal Structures Act No 117 of 1998 imposes a peremptory role on district municipalities to seek the integrated, sustainable and equitable social and economic development of its area as a whole and this reads as follows: “(3) A district municipality must seek to achieve the integrated, sustainable and equitable social and economic development of its area as a whole byEnsuring integrated development planning for the district as a whole;
Promoting bulk infrastructural development and services for the district as a whole;
Building the capacity of local municipalities in its area to perform their functions and exercise their powers where such capacity is lacking; and
Promoting the equitable distribution of resources between the local municipalities in its area to ensure appropriate levels of municipal services within the area”
Objectives of the GSDM Water Quality LaboratoryTo implement the Quality management system
To ensure that all personnel are trained to a level of familiarity with quality management system appropriate to the individual’s degree of responsibility
To validate and implement laboratory methods
To participate in proficiency testing or quality evaluation programs with peer laboratories
To maintain proposed turnaround time for issuing test reports to customers
To ensure customer satisfaction by meeting Service Level Agreements
